Good read! Might try to throw this into something in the future- I like the concept. I wonder how it maths out for the likelihood of getting those increasing threat events and how you could work something into the system to help ensure the higher level threats come up more often as you go.
Maybe replace certain squares as the threat level increases with (↓) or (→) to move on to bigger events as the size increases.
I really like this as a way to modulate the encounters during play. The stepped dice seem perfect if you stick to 3 different levels but feels like it would balloon the table out too much if you go beyond that. Definitely eager to try it out.
Yeah if you want to be more granular you can go for modifiers, or use a chain like d2, d3, d4, d5 etc. But at that point modifiers are more elegant I think haha

For locking out lower hazard events you might wanna consider using a modifier. That way you can raise the minimum result threshold!

I like this. Being able to strip away the specifics and utilize the form and method (with or without mods) of a system is critical.
